september 12. 60% of the state of florida without power. we begin with the effects of hurricane irma. downgraded to a tropical depression moving to the north and the devastation is leftby lieptds. rescue team the struggling to reach the florida keys, west of key largo where people chose to ride out the storm may still require evacuation. >> for now, accessing the lower keys by boat is too dangerous because of the debris in the water. u.s. 1, which connects the keys to the mainland a under water and blocked by a large pole. crews are trying to clear. looking at the old town section of key west. later this morning monroe county officials will allow some residents and business owners back into the area. >> the uss abraham lincoln stationed off the coast. >> reaching the keying right now is difficult and dangerous.

lights off, no gas, debris in the roadways and water ways. scope of the damage breath taking and heart breaking. our bill weir managed to reach plantation key. he has more this morning. >>reporter: as that sky turned from stormy black to paradise blue here in the florida keys, all that anxiety and fear the storm turned into shock and utter heart break as people began to survey what irma has wrought. this is a community in plantation key. about 60 miles away from the eye of irma, but, it's hard to tell that it was anymore gentle up here. this home used to be right on the coast of the atlantic b 500 yards away. now it is utter wreck. includes children's books, picture books. look at this. bingo wheel. people lived here year-round. this wasn't a transient or snow bird community.

secretaries and boat captains. i met a former fireman who walked around just sort of shell shocked as he said my couch is over there, sink over there. aside from all the stuff lost, there is the human life. that's what most people are concerned about. it's almost impossible to confirm who was lost and saved because communication is down. the no power, no running water down here. road is impassable in many places as we try to inspect all of the 43 bridges that connect this necklace of islands going to key west. another symbol, we've seen it in can katrina and the poor folks in houston. look at the date. 9-11-17. at 2:30 they searched this home for bodies and symbols confirm none were found. we're really interested to see how the folks down in the lower keys have fared. i've been getk text messages from strangers, people on instagram, twitter saying please check our families. if this is is bad, we can only

imagine where it's like where the storm was the fiercest. biggest threat this week will be river flooding in northern florida. city of jacksonville reeling. the same threat fising other coast alcommunities like savannah georgia, and charleston south carolina. so far, irma being blamed for five deaths, one each in florida and south carolina. three in georgia including two from falling trees. >> about 8 million customers still out power in the southeast. the lights are off, folks. majority of those people are in the customers in florida and georgia. joining us life have crishrichr. he thank you for giving us the time this morning on this tropical depression moving right up into your neighborhood

bringing all of this rain, what are you expecting and seeing? >> right now what we're doing is being very cautiously optimistic and watching water levels. projected see a rise in the flint river which was the source of 1994 and 98 floods. le watching it, about 1.7 feet below flood level on friday. so ob' obviously staying in touch with the partners at the state and federal level making sure we inform all of the citizens as we watch rain come into the atlanta area. >> what's your priority once the sun sums up? over an hour? >> first thing we're going to be doing is the damage assessments. overall we did very well yesterday in comparison to what the original projections were for dougherty county. we're very thankful for in a. where we'll begin damage

assessments on the ground. we're working to make sure we have power up to as many folks as we can. >> the problem with recovery, when you have -- with florida at least, gas shortages but where you are all these people without power, it's real hard to get moving forward when you don't have power, what kind of assessments are you making when you're going to have the lights back on? >> we ex p egted that will happen pretty quickly. we have a lot of agreements with state partners and other dig large stakeholders across the state so we can get those folks on the ground very quickly. the state's been very good to us in this regard. we have a lot of collaborative agreements. >> one of the developing problems is certainly in the state of florida, 54 hospitals are now on backup generators, 36 of those were closed as of monday night. are hospitals there in georgia open? or have they been without power as well? >> in our community, we were

very fortunate that we did not have that problem. i can't speak for some of the other counties. i do know that camden county had approximately 25 homes flooded. and i don't know if it affected their capabilities in that regard. >> let me ask you this question about what you're telling people in your community. what we know from covering these storms is often injuries even fatalities happen after the storm has paz passed. when people get out and poking around. power lines down or dangerous conditions that are driving cars into. if what are you telling people in your community? do you have a warning for them this morning about taking caution? >> we do. in our folks are well educated because this is our third president chall president-declared daz. we' we're telling them to be careful on the ground. we released our citizens about

thankfully, the man -- there was one man home just in the house next door. he was spared because on the north side of the storm, when this tree fell over, the wind was blowing from the east to west, knocking the tree down this way. the man who i. willed next door, he told us had the wind been blowing the other direction, he might not have been alive to tell the story of how he endured the hurricane here on this island. officials tell us some 40 people rode the storm out here, incredibly treacherous stories they had to share, as for the rest of the island, lot of trees, power lines down. a lot of cleanup left to do. authorities are urging people to stay away. the bridge on the island is open but without power and electricity they're urging people to stay away as long as they can if until services are restored. >> thank you. a slow start to the recovery at miami dade county, 60% of traffic signals still out.

officers in the county shut down through wednesday. port miami will open today. frustrations mounting for rez accidenting still being told to keep out. cnn meteorologist derek van dame live in miami. le even in miami a couple million people without power. some of them being told it to be weeks, how zef stating is it there? >> well, as you can see behind me, we're looking alt some of the worse devastation at this particular marina they've seen in 12 years, go back to 2005, katrina and wilma. now we're talking about irma, of course making landfall within the past two days, it did not spare this area with the worst of some of the coastal storm surge. it thrust up the atlantic ocean and combined it with 100 miles per hour winds and tossed around luxury yachts and boats and

sailboats like toys. unbelievable stories to be told here including a gentleman who actually started a nonprofit organization. he actually took these sailboats behind me. you can see some of the smaller ones, there are nine of them in total. six of which are actually on the shore here behind me. the other three are behind me in the marina, sunk with only the top of the masts visible right now. unfortunately that nonprofit is no longer operational with this being the case. their boats have been destroyed. we have had the opportunity to talk to people returning to miami beach, and the good news is the mayer says it is time to come home. he is lifting the evacuation order at 8:00 a.m. >> derek van dam live for us. thank you. 60% of the state of florida still without power. >> it really is. hard to start moving forward when the lights aren't the threat now fromropical depression irma moves north.

meteorologist joining us now. we understand there were more flash flood warnings. absolutely. so much water coming down. additional gusty winds can be seen in some of these areas. when you look at exactly how this is going to play out and you work your way towards the south, without power. the heat indexes 100 degrees, talking about a region year-round keeps the air-conditioning in operation. very unkubl table days. 101 degrees feel like in the afternoon hours. even northern florida close to 90. this is a 1300-mile cloud field stretching from northern portions of louisiana just measured up to northern new york state. but also notice how you see the k colorati coloration. damage has been done. of course almost 40 gauges reporting flooding, vast majority around central and

northern florida, but how about six and a half inches of rainfall statewide, 7.5 trillion gallons are water or 11 million olympic size pools. le for every person in florida, 300,000 gallons are water fell from the sky in the last couple of days, a remarkable amount of water. but we know 6.2 without power. in georgia an ain credible 1 and a half million. georgia well known for pines and oak trees, with all that rainfall. this is an area susceptible to trees coming down. hurricane opal in 1995. much the same. three fatalities so far and the threat is the trees will come down additionally in h the next couple days as this plays out even with sunshine. the soil will remain saturated. >> it still dangerous. there's a lot of debris and lot of risk. the everyone be care phil.

their defenses and the cleanup is just getting under way now. look around havana, a city i've lived almost six years, i've never seen it quite so dark. the principal objective is getting the power back on. tempers begin to fray. le we saw that yesterday as people were taking their flooded possessions out and put them in the sun that had finally come out to start drying lots of lines for food, lines for people to charge their phones. only little bit of internet returning, people trying to contact relatives abroad to have them send money to help them get throh this ver tough period. some good news, the airport is going to open today. allow tourists trapped here to get off the island. allow more resources to flow in. looking down the road you had so many hotel the damaged where we were, on the north coast, and it's going to take a long time to repair those. this is a huge source of income for the cuban government, and so

bring in will ripley. good morning, what is reaction there from the latest round of sanctions? >> reporter: when we spoke with officials about this, they said look, north korea already has nuclear weapons and so the united states demanding that they denuclearize is something completely a non-starter for them and so predictably they're outraged. they have threatened unbearable consequences, pain and suffering, the extending shin of the united states. familiar fiery rhetoric from north korea. what we need to watch is there going to be a physical response, we know south korea has thought nor several days north korea is ready to launch in our missiano. this didn't happen after the sanctions vote but it would certainly be one way north korea sends messages of defiance, but these sanctions are not what the united states initially
